Evap removal what to plug.1100 vt shadow

Hello!

I have a 2000 Honda shadow vt. Most of the evap had been removed. I pulled the carbs and plugged the ports below.
carbs are running velocity stacks, pilots are 198 and 45. Exhaust is the black drag pipes. I'm struggling with tuning. Bike won't maintain a stable idle.

would y'all mind looking at the photos and telling me if I have the plugs on the wrong ports?

any tips for tuning would also be much appreciated. I've watched the vids but I'm struggling a bit.

@TJ I was able to get the bike running, took it in a drive everything was good. Two days later started gettting a bunch of back firing.

pulled the carbs saw a small tear in one of the carb boots. Replaced it and had the same issues.
went to two shims, 200 mains and 50 for pilots. Left side carb is at two turns for mixture right side is at 3.5. Can't get a consistent idle and bike is acting weird. Can't tell if I'm getting after fire or backfire. Hearing a venting noise from the carb.

i am at sea level. And not sure where to go from here.

afterfire is popping fromt he exhaust
backfire is sneezing or popping coming through the carbs.

I went through the guide. Here is where I am at. Current set up is 198 main jets, 48 pilot jets, 2 shims. (Bike is at sea level). New carb boots have been installed and I have a set of the short Choke knobs on the carbs.
Currently when spraying starter fluid around the boots (mainly the top of the carb boots The idle drops, so I think there is a vaccum leak somewhere. Boots are new).
Bike will currently run but starts afterfiring and popping out of the exhaust at at 1/4- 3/4 throttle.

@TJ With the pictures posted above, does it look as though I have the correct ports plugged for the evap removal? Carb is unfortunately a CA carb.
