Confusing on pilot jet

Okay so got the fuel delivery issue resolved, now im in mid michigan where sea level is anywhere from 600 to 900 my main jet os #148 and pilot is #48.

Now reving it, it revs fine from 1/8 to wot but when I go from idle to 1/8 throttle it first acted like wasn't getting enough fuel and spat and sputtered so I loosened the screw out till 3 turns and went lean. yet no where in between from where I first started to 3 turns did it ever "get better" should I go to #50 pilot and see how it goes then or am I missing something with the screw?
