Single carb shadow 750 will not idle

  I have installed performance carb rebuild kit' velocity stack' free flow exhaust, spark plugs, coil wires. The bike will not idle very well and is bogging when throttle is under 1/4 and is fouling plugs. I believe the pilot jet is too big since air fuel is only 1/4 turn out and still fouling plugs. I have installed the #50 pilot. Bike will run fine at wide open or past 1/4.
