I have cleaned and adjusted the carbs, played with jetting. Checked and measured fuel flow from the pump. Checked air filter and fittings for leaks.
what could I be missing?

@collinc49 i have heard many many many folks say they "cleaned the carbs" but at the end of the day they didnt do a thorough job or left components in the carb which were the problem. a rebuild is the only way to rule out the thinks like jets and torn diaphragms. is youre using the same jets its likely one or more are clogged. there could be debris backe dup in your fuiel line, or behind the filter that sists under the float valve. ive seen that filter break apart and get stuck under a float needle. so my suggestion is to rebuild the carbs, take your time, go through everything carefully. and while youre at it, check all your elctrical grounds, make sure the coils have a good ground and there arent any loose wires.
