there is a .... for a lack of a better term a container that has two hoses coming to it and it sits right above the carburetor and will not fit with velocity stacks. How important is it????

@Nils Andersson thats a storage tank for the crankcase breather,.you can get rid of it, but you need to route your crankcase breather down below the engine, but dont kink the hose. its important for the crankcase to be vented.
